On behalf of UniCredit Banca Infrastructure, Mott MacDonald is
the technical and environmental advisor for three integrated waste
management projects including energy-from-waste (EfW) projects in
Sicily, on a project finance deal worth approx €1.2 billion for the
treatment of circa 2 million tonnes of waste per annum. The
projects will treat waste generated by a population totalling
approximately 3 million in 8 and 9 provinces in Sicily accoutning
for around 70% of Sicily’s waste production.
The scheme incorporates a series of:
- transfer stations;
- mechanical seperation and micro-biological treatment (MBT)
plants;
- energy from waste plants; and
- service landfills.
The scope of this work includes a full technical and environmental
due diligence encompassing site issues, plant design (civil,
structural, mechanical, electrical, C&I and process
engineering), environmental performance, contractual review and
inputs to the financial model.
Our commission involves additionally:
- input to the contracts to enable the transfer of best practice
and knowledge from other EU countries; and
- extensive MWMS studies, commissioned to forecast future waste
production and thus to provide comfort that revenue will always
exceed costs.
Also we have assisted significantly with:
- acceleration of the PFI/PPP procurement process in a difficult
local authority climate; and
- compliance with new EU legislation.
The commission also included undertaking a study of the use of new
technology and processing systems in Europe – the degree to which
this technology has worked and determination of any issues arising.
