At the end of 2006 Cornwall County Council procured a £60m
integrated waste management services project on a Project Finance
Initiative (PFI) basis, capable of processing up to 600k tonnes of
municipal waste per annum, including:
- Materials recycling facilities and/or bulking
facilities
- Mechanical Biological Treatment (MBT)
- Treatment green waste collected at Civic Amenity Sites
(CAS)
- Refuse Transfer Station (RTS)
- Residual waste treatment facilities (EfW) for the recovery
of value from waste and to maximise diversion from
landfill
- Landfills
Working for SITA (UK) Ltd and the Royal Bank of Scotland, our team
undertook a detailed analysis of the risks associated with this
being the first waste PFI involving planning permission for a
greenfield site. Our risk analysis also involved creating scenarios
to determine the adequacy of the bidder’s contingency plans.
