As an independent consultant for West Sussex County Council, Simon
Martin, our nominated lead advisor, undertook the project
management role for procurement and tender evaluation processes for
the Recycling and Waste Handling Private Finance Initiative (PFI)
contract. He was recruited by West Sussex as contracts and
development manager to manage and develop the Council’s residual
waste contract (the Material Resource Management Contract).
Waste to be managed through the recycling and waste
handling contract in west SussexHis responsibilities
included the overall project management of the tender process
through to financial close, including: outline business case (OBC),
prequalification questionnaire (PQQ), development of tender
documents and output specification, evaluation of PQQs and
short-listing of tenderers.
Simon was also involved in the development of draft Memorandum of
Understanding with waste collection authorities.
As part of this procurement programme, Mott MacDonald was
commissioned to carry out a study to assess the most appropriate
location for a composting facility in the county. An EU procurement
project was undertaken to appoint green waste contractors for the
county and the successful contractors were appointed and the
contracts novated into the Recycling and Waste Handling Contract,
won by Viridor Waste Management.
Mott MacDonald was also reappointed by West Sussex to produce a
successful planning application and environmental statement for
temporary continued use of a materials recovery facility, trade and
domestic waste transfer stations and a household waste recycling
site – all within a designated area of outstanding natural beauty.
Key considerations at planning included the location of the
complex, as it is situated adjacent to an area of outstanding
natural beauty and access, as the site traffic has to pass through
residential streets. We were re-appointed to design and supervise
the remediation works and associated traffic calming scheme in
consultation with the County Council and local liaison groups. We
were further reappointed to examine future uses for the site,
including conducting an extensive public consultation exercise.
