The Kelly programme aims to identify and implement improvements
in the way the public sector procures municipal waste management
services – the Second Kelly Market (SKM). Its overall aim is to
improve the strategic management of the supply chain in the public
procurement of services, and seeks to propose and implement changes
that will deliver:
- increased competition
- a more responsive market
- greater security of supply
- reduced dependency on a limited group of suppliers.
Mott MacDonald has undertaken an extensive survey of all municipal
waste authorities in England, gathering information on a range of
issues affecting local authority management of waste for the client
(Office of Government Commerce and the Department of Environment,
Food and Rural Affairs). Simultaneously, in-depth interviews with
senior executives from a range of significant suppliers and lenders
within the sector, and consultation with government stakeholders
were also undertaken.
Uncontrolled waste managementThe statistical
results of this market research and waste authority survey were
analysed and led to several observations on the current status and
trends in the English municipal waste market. These observations
were used to develop a set of recommendations for better management
of the municipal waste sector.
